The Joint Committee on Criminal Justice and Public Safety will hear testimony on the bill Friday beginning at 10 am.

AUGUSTA, ME — A bill that, if passed, would make Maine the third state to legalize, tax and regulate marijuana has been scheduled for a committee hearing on Friday.

LD 1229, the “Act to Tax and Regulate Marijuana,” was introduced by State Rep. Diane Russell(D-Portland) and has 35 co-sponsors, including Sen. Stan Gerzofsky (D-Cumberland), who is the chair of the Joint Committee on Criminal Justice and Public Safety.

LD 1229 would make the private possession and home growing of limited amounts of marijuana legal for adults 21 and older.

It would direct the Department of Administrative and Financial Services to license and regulate marijuana retail stores, cultivation facilities, product manufacturing facilities, and testing facilities, and it would enact an excise tax of $50 per ounce on wholesale sales.

The bill would also allow the state to begin regulating the cultivation, processing, and distribution of industrial hemp.

If state lawmakers approve the bill this session, it will be referred to voters in the upcoming November election.

If the measure gets carried over and approved during the next legislative session, it will be placed on the November 2014 ballot.

Last November, voters in Colorado and Washington State approved measures making marijuana legal for adults 21 and older and directing state regulatory bodies to create regulations for businesses to cultivate and sell marijuana to adults.

Bills to regulate and tax marijuana like alcohol have been introduced in over a dozen states this year.

    This is great news! The “War on Marijuana” has been a complete and utter failure that has cost our country billions of dollars. Instead of The State of Maine wasting millions of dollars fighting a never ending “War on Marijuana”, lets generate millions of dollars. It’s a no brainer. It has also ruined the lives of many of our loved ones. Sending our loved ones to prison and giving them permanent criminal records which ruin their chances of employment for the rest of their lives, and for what reason?

    Marijuana is way safer and healthier to consume than alcohol, yet do we lock people up for choosing to drink? Marijuana is the safest and healthiest recreational substance known to man. It is also safer than tobacco, caffeine, even aspirin.

    Even The President of the United States himself has used marijuana? Has it hurt his chances at succeeding in life? If he got busted during his college years, he may have very well still been in jail today. Beyond that he would then be fortunate to even find a minimum wage paying job that would hire him with his permanent criminal record. Let’s end this hypocrisy now!

    The government should not attempt to legislate morality because it simple does not work and costs us a fortune.
